Change Murcia proposes 30 measures to make a more social municipal budget (28/08/2018)

Cambiemos Murcia has rejected in today's extraordinary plenary the municipal budget project of 2018 presented by the PP with the support of Citizens, and has raised some thirty amendments aimed at improving investment in public services, especially those of a social nature .

Councilman of the municipal training Sergio Ramos has explained that his rejection of the project is due, on the one hand, to being "continuists and antisocial" and, on the other, to the method chosen by the party in the government for the approval of budgets , marked by "obscurantism" and the absence of participation.

For Ramos, it is "a lack of respect for citizenship" that the debate on "the most important political instrument" of the Consistory took place in August, with no possibility of exposing amendments and with less than two weeks for the opposition groups , with the exception of C's, which he defines as "natural ally of the PP", can analyze them.

"It is clear that the PP is not proud of this budget, because if it were it would have presented it before to associations, social organizations and political formations", has assured the mayor, who has also reported that the project "is not even in the City Council website "for citizens to consult.

The fact that the debate takes place in August, a non-working month, is "an excuse" to take it forward "through the back door" and a way to "steal" a space for participation "by mocking the sovereignty of the Plenary Session", obviate an approved motion proposing the scheduling of this session to improve the procedure.

Regarding the support of Cs, Ramos has shown his "surprise" because he has backed a project "traced" to the one of 2017, which was criticized by the spokesman of the orange party, Mario Gómez, who went on to ensure that with these accounts "he is cheating "to the population and to submit amendments for the Plenary to control the execution of the budget.

In this sense, he asked Gómez if the budget agreement makes sense when, with figures in hand, the government team has not exceeded in the last three years the 30 percent of execution of the projects included in the accounts, which it shows that they are very far from reality.

In reference to the PSOE, which in the last two years supported the budgets of the PP, has maintained that it is glad that it has aligned with the left facing a project that "will not benefit at all the social majority," negotiated "in table stretcher "and full of" great projects promised and never fulfilled. "

He also referred to the impossibility that the amendments made by the groups - on this occasion, only Murcia Change has submitted - can not be discussed as in many other municipalities, the Regional Assembly of Murcia or the Congress of Deputies, ie one by one, instead of as a whole.

On the statements of the councilor of Finance, Eduardo Martínez-Oliva, about the "underfunding" of the municipality, Ramos reminded the Popular Party that the City is intervened by the debt generated after the installation of the tram that runs through the north of Murcia.

38 percent of the outsourcing budget

"The City Council is blocked by outsourcing, in total, large companies get 148 million, 38 percent of the budget: Tribugest, responsible for the management of taxes, will receive 7.1 million euros, the company that manages Terra Natura , three (more than the Youth service), many more will be allocated to cover the deficit of private sports entities, 8.9 will go to STV and 68 will be shared between Ferrovial and Cespa.

Thus, explains the councilman, "it is clear that having happy to large companies is one of the objectives of the PP" while issues such as the fight against sexist violence, energy poverty and social exclusion, whose rate in Murcia exceeds the average national, "are so underfinanced that it will take many years to reverse the situation".

No criteria for distribution in municipal boards

Let's change Murcia has also criticized in his speech that the municipal government has not informed of the criteria followed for the distribution of the budget allocated to the municipal boards.

"We do not know why some receive up to 30 percent more per inhabitant than others," said Ramos, who also lamented the "blockage" suffered by the change boards.

"They have been systematically blocked, there have only been obstacles and that responds to a political issue because neither PP nor Cs believe in decentralization," said Ramos, who highlighted the work of the City Council staff, who "has left the skin" for offering quality public services.

Amendments to reorient budgets

The municipal training has submitted some thirty amendments to the budget project that has had the support of the groups of PSOE and Now Murcia, and the non-attached councilor Francisco Javier Trigueros.

In total, the proposals mobilize about 20 million euros and their implementation, in the words of the councilor, "require political will" rather than budget.

Among the amendments, Ramos has highlighted those that request to equalize the subsidies destined to the fight against gender violence at 2015 levels;

increase the aid for Development Cooperation so that they stand at 0.7%;

the creation of a seal of quality for the products of the garden of Murcia;

measures to prevent floods caused by the rains in Espinardo;

the construction of a municipal swimming pool in Beniaján, an installation promised by the PP for many years;

expansion of the zoonosis center or the increase of social assistance for housing rental.
