City Council and Autonomous Community work to increase transparency and participation in public life (16/08/2018)

The Councilor for Modernization of Administration and Urban Development, José Guillén, and the councilor for Pedanías, Participación y Descentralización, Marco Antonio Fernández, held a working meeting this morning with the Minister of Transparency and Participation, Noelia Arroyo, to open lines of joint collaboration after the recent accession of Murcia to the Regional Network of Citizen Participation.

The City Council will collaborate with the Autonomous Community and other consistories of the region to transfer their experience in the implementation of different actions in this area and thus contribute to the promotion of transparency and participation in all points of the Autonomous Community.

It must be remembered that, in the last few years, a number of initiatives related to these areas have already been developed in the municipality of Murcia, such as the creation of neighborhood participation conferences, the opening of participation processes such as the Urban DNA initiative, the realization of citizen consultations in large city projects, the implementation of new tools such as MiMurcia or Murcia in figures, and the approval of the Code of Good Governance and the Municipal Ordinance of Transparency, which was supported by all political groups and approved unanimously becoming the most advanced in the country, among other initiatives.

The adhesion of the City Council to the Regional Network of Citizen Participation reflects various measures to promote transparency and citizen participation in decision-making, increasing the protagonism of the neighbors in the involvement in public affairs.

Thus the consistory is committed to this agreement to continue promoting transparency In the municipality and throughout the region with the transmission of the experience acquired during these years, continue to facilitate processes of citizen participation before the development of public performances of special interest between the population of the municipality, and strengthening the instruments of citizen participation, encouraging collaboration between administrations and open data and promoting the development of service letters from each area of ​​the municipal corporation with annual commitments and compliance indicators.

For its part, the Autonomous Community will offer support and advice through the Office of Transparency and Citizen Participation of the Public Administration of the Region of Murcia, promote training actions in this area, promote periodic meetings for the exchange of good practices in Matter of citizen participation, among other actions.

In the meeting has agreed the collaboration of the City Council on the Open Knowledge Page, a website (https://conocimientoabierto.carm.es) so that any citizen of the Region of Murcia has access to technical, scientific and administrative information generated in the public administrations.

The page is an instrument that is put in the hands of the municipalities of the Region to make more accessible the works with scientific and documentary value that the different consistories produce.

Murcia is already present in the project of the portal of open municipal budgets, fruit of the collaboration of the Town Councils of the Region of Murcia and the Autonomous Community of the Region of Murcia, with the purpose of promoting and coordinating actions that promote transparency and opening of information to citizens.

The purpose of this website is to show, in an open and intuitive way, graphic information of the budgets of the different municipalities of the Region of Murcia and its execution, informing, in a simple way, the citizens of the main expenditure policies of each one of them.
