Huermur demands from the town hall forcefulness without further delay due to the bad state of the gunpowder factory (30/07/2018)

Huermur denounced in 2016 the poor state of the protected building of the former Royal Powder Factory in the center of Murcia, created by Royal Order of Felipe IV in 1637, since the central building is listed in the Special Plan of the Historic Center .

The collective requested urgent measures for the cleaning and rehabilitation of this historic building in the city, and in June 2016 the City of Murcia decreed that the causes of the bad state be ascertained and urged the property to take measures to prevent harm to people or goods on public roads.

Huermur was informed that at the end of last June the urban planning inspectors reported that the ordered measures on the property had not been carried out, as they were ratified in the report prepared in June 2016 where they already showed the poor state of this property, including the protected part.

The Association for the Conservation of the Garden and the Heritage of Murcia (Huermur) requires the City of Murcia and its Department of Urbanism, Environment, Water and Huerta forcefulness for the poor state of the protected building of the Royal Powder Factory in the centric street of Acisclo Díaz in the center of the city of Murcia, as well as the annex buildings that although not yet protected, must be preserved in conditions of ornate and healthy.

Huermur denounced in 2016, within the framework of action of the PatrimurSOS Plan, the poor condition of the historic building of the Royal Powder Factory, protected and cataloged the central building in the Special Plan of the Historic Center of Murcia (PECHA).

The complaint reached the Department of Urban Planning and the inspection services reported on June 10, 2016 that in the ocular inspection performed it was found that there are consistent damage in cracking, cracking and detachment of the continuous coating of walls, cornices, eaves, friezes even the inclined roof planes are recessed and with areas that do not have tiles, presenting leaks and humidity.

The inspectors also indicated that the interior of the buildings have traces of debris, detachment of false ceilings and leaks of water.

Later the Department of Urbanism proceeded to the realization of a Decree in July 2016 where based on the report of the technical services, ordered among other measures, require the ownership of the building so that under competent technical direction, proceed to find out the causes that produce the damage described, and put a solution through the necessary works within a month from the notification of the aforementioned Decree.

Recently Huermur has been able to verify how the urban inspectors returned to visit the Royal Factory, and by report of June 27, 2018 they indicate that they reiterate what was previously reported, and point out that the property should designate facultative address and inform the Services Technicians of the actions to be carried out according to the report of June 10, 2016, but those Technical Services indicate that it does not include that date, June 27, presentation of any technical documentation to inform about it, nor presentation of a technical certificate, justifying the completion of the proceedings.

For all this, and seen the current state of this Royal Powder Factory, Huermur requires the City of Murcia and the mayor of Urbanism forcefully and that is fulfilled as ordered in June 2016 to avoid the total ruin of the central building of the Factory , protected in the PECHA, and of the annexed buildings pending protection.

It also requests that the necessary measures be carried out for the effective valorisation of the central building, and that this situation of abandonment be thus put to an end.

Huermur remembers that this property is part of the history of Murcia, since it was created by a Royal Order of Philip IV in 1637, being the only one that during the War of Independence supplied ammunition to the guerrillas who fought against the French.

Therefore, from Huermur indicate that you can not understand how a few days ago, the City Council approved more protection for this Royal Factory, but the Consistory is not able to provide effective and real protection for the central property that is already cataloged and protected by the PECHA.
