A network of meters will allow to know at all times the noise of the streets of the city center (27/07/2018)

The Governing Board today approved the declaration of Special Acoustic Protection Areas that encompasses the three areas with the most noise, so it is necessary to establish corrective measures to make leisure compatible with the quality of life of residents.

After the exhibition process and the incorporation of proposals put forward by neighbors and associations, the document introduces novelties regarding the initial approval, among them, the creation of the figure of the Leisure Mediator and of a Specific Body of Leisure Police.

Making the leisure in the city compatible with the quality of life of the residents in the areas where most bars and restaurants are concentrated is the objective pursued by the Department of Urbanism, Environment, Water and Vegetable Garden, directed by Antonio Navarro.

To this end, the Governing Board has today approved the declaration of three Special Acoustic Protection Zones, together with the corrective measures that must be put in place to ensure that acceptable noise levels are met.

Since the initial approval, which took place in February, until now, a participatory process has been maintained to receive suggestions and proposals from residents and groups that are part of the Sectorial Council on Noise of the City of Murcia.

The agreement exclusively affects streets where the acoustic quality objectives are exceeded and it is therefore necessary to establish corrective measures aimed at achieving compliance.

To this end, a map of leisure noise in the city has been drawn up, for which 3,600 measurements were made in areas with a higher concentration of entertainment venues.

As a result, three ZPAEs have been delimited in the urban center: Universidad-Alfonso X;

San Lorenzo, Santa Eulalia and San Juan;

San Pedro, Santa Catalina and Plaza de las Flores.

This is the area affected by these measures.

Leisure Police

Finally, among the novelties incorporated into the Declaration is the creation of the figure of the Leisure Mediator and of a Specific Leisure Police Corps.

The first of them will have the role of intermediating in the solution of conflicts arising from acoustic pollution related to leisure and the application of the zonal plan.

Regarding the Leisure Police, must provide service within 3 months, with the aim of intensifying the control of public order and the premises in terms of noise pollution.

The new provision also provides for the organization of awareness campaigns and sensitization by the City Council aimed at locals, users and residents of the area on the problem of noise, especially in the months of September / October and March / April, of each year.

The Department of Urban Planning, Environment, Water and Kitchen Garden, directed by Antonio Navarro, will also be responsible for designing the posters that must be placed on the facades of the premises of the Special Acoustic Protection Zone.

Other modifications incorporated after the period of public exposure refer to the granting of new licenses for bars and discotheques in the streets that exceed the acoustic quality objectives at night.

These authorizations will be conditioned to not increase the number of street licenses.

As requested by the entrepreneurs of the sector, between the measures are introduced time slots for the terraces according to the week or weekend, summer or winter.
