A City Council open 24 hours, accessible and participatory for all Murcia (12/07/2018)

Based on the Intelligent Management Model, we have worked through four pillars: information, resolution and improvement of processes, participation and sustainability-efficiency.

The City of Murcia, through the Department of Modernization and Urban Quality led by José Guillén, presented this morning at the City's Social Council, framed in the III Conference on Participation, the objectives that have been achieved and carried out during these years.

The Smart Management Model aims to bring the City Council closer to the citizen.

In the preparation of this manual, four pillars were set up on which they have been working, information, resolution and improvement of processes, participation and sustainability.

"The intelligent management of cities, the Smart model applied to the public sphere, has a priority and essential objective, to put these technological advances at the service of people to improve their quality of life and the environment in which they live" commented José Guillen.

In terms of information, the MiMurcia project has been valued by the Ministry of Industry as the most ambitious project in Spain, in competitive competition with 111 cities, in the RED.es call.

Currently, it is working with the University of Murcia to develop the contract documents that will be approved on July 26 in the board of directors of RED.es.

The electronic administration is a reality that allows citizens to do their paperwork online.

The doors of the City of Murcia have been opened to citizens and businesses 365 days a year, 24 hours a day.

4147 electronic files have already been started on the administration platform.

And it has a total of 588 official users.

In addition, in the single electronic registry, during 2018, 76,085 entries and 37,412 entries were recorded.

It has also created a unique agenda of the city, Eventos.es, so that citizens have access to the programming of events and activities that take place in the municipality.

In this platform, more than 5000 events per year have been managed and published.

The creation of the first Unicode system of geographic information and an urban planning geoportal to make the urban information of the municipality 100% transparent has been another of the objectives achieved.

New municipal web portals have been created in the areas of Urban Planning, Local Police, Civil Protection, Personnel - Selective Processes, Social Rights and Trade.

And work is being done on the final phase of the analysis process of the municipal website and the transparency portal.

The City of Murcia has carried out the first electronic Contracting Table and has modernized and contracted the provision of the communications service, multiservice data network, mobile telephony, fixed telephony and voice system.

It is one of the most important contracts that the City of Murcia has made worth almost 50 million euros for four years.

This allows broadband to reach all the municipal centers of districts, about 165, and the Wi-Fi service is being implemented in all the headquarters of districts, sports halls or supply plazas.

Regarding citizen participation, the TuMurcia application has been implemented.

A portal where citizens can express their opinion through surveys, make suggestions or expose their ideas.

This is the channel by which most Murcia communicate with the City of Murcia.

The second version of the TuMurcia App based on artificial intelligence has also been developed, which will be the first application for mobile devices with artificial intelligence for the attention and participation of citizens in a town hall.

Murcia is the first Spanish city that speaks on the internet through the BlaBup application, an application that allows the creation of audioguides and geolocalize information.

It allows easy and free access to information on the main tourist attractions of a city.

There are already 12 routes and more than 400 recorded voices.

In terms of management efficiency, collaborations have been made with large corporations such as Huawei (which does it in advanced communication solutions for emergency and police systems), Telefónica, IBM, Indra (for designing alert systems in the event of an alert of heat), Everis, among others.

In June 2018 an agreement was signed with the Japanese multinational NEC Europe for the development of an Innovation Center in the city.

This Innovation Center will be an open-door space that will serve as a 'testing laboratory' in which the technological solutions related to the different management areas of the municipality will be tested.

In addition, Murcia works with three Japanese cities to develop a smart city platform.

The City of Murcia has presented in Washington the first Manual of Intelligent Planning of Public Space.

Murcia leads the writing of this manual in collaboration with France, Italy, Argentina, Uruguay, Portugal, Mexico, Greece and Brazil.

This type of collaboration has been extended to Asia with a program of collaboration with India and with the participation of Murcia in several conferences in Japan, within the European CPaaS.io project.

Murcia has participated in the URBACT Interactive Cities project, in sustainable urban development, integrated by Lisbon, Palermo and Tartú, developing a new citizen participation methodology called Urban DNA.

Pilot tests of Smart City services have been carried out, the tender for cameras for the safety of the Carmen neighborhood has been tendered, as well as the installation of intelligent management systems in city gardens.

The Single Monitoring Center will become the nerve center of the city.

A space of 300 meters, with 42 screens located in Abenarabi.
