The new home care service of the City Council will also be provided to terminally ill patients and multiple births (09/07/2018)

The Governing Board has approved the ordinance that replaces the old Home Help and introduces new features and improvements, such as the possibility of offering the service temporarily and the intervention of professional ex officio in exceptional situations.

Conchita Ruiz emphasizes that "this service guarantees the beneficiaries a series of domestic and personal care that favors the permanence in their habitual environment of coexistence, with what this supposes for the improvement of their life quality".

The home help service provided by the City will benefit from now on people who are in other situations, not just dependent, as was the case until now.

Specifically, home care may be available in cases of multiple births, support for the care of children at risk or vulnerability, homeless or other similar problems that require immediate and timely attention, people with temporary invalidating situations (terminally ill, therapeutic processes that require support or temporary support, etc.).

This service, assigned to the System of Primary Care of Social Services, guarantees to the beneficiaries a series of domestic and personal attentions that favor the permanence in their habitual environment of coexistence and, with it, an improvement in the quality of life of them. and of the people around him, "explains Conchita Ruiz, Councilor for Social Rights and Development Cooperation, who points out that this service is aimed at people who, for reasons of various kinds, have limitations and difficulties in coping with the implementation of activities basic of daily life in their usual environment or that require additional temporary support for other supervening or extraordinary circumstances.

At present, there are 2,028 people who use this service, of which 1,897 have the municipal Home Care Service and 131 receive it through the IMAS Unit system.

The new Regulatory Ordinance of the Home Care Service in the municipality of Murcia, approved by the Government Board last Friday, introduces another important novelty, such as the possibility of providing urgent service for situations that have occurred or are exceptional that require intervention by extraordinary character and the ex officio promotion by professionals, in situations that require rapid intervention.

Unlike the previous regulations, the new text allows it to be provided temporarily and limited in time, as long as the situation of need that justifies its grant lasts.

Personal, domestic, psychosocial and educational attention

The new ordinance, which replaces the so-called Home Help, will govern the home help service, detailing more precisely the contents of the service, differentiating personal, domestic, psychosocial and educational tasks and other tasks. that can be done outside the home.

In the opinion of the Councilor for Social Rights and Development Cooperation, it is essential to have this benefit thanks to which 'the beneficiary persons and families have support that allows them to stay as long as possible at home, the integration in their environment community and the maintenance or improvement of the level of personal and social autonomy, which undoubtedly implies an obvious improvement in their life situations'.

The City of Murcia manages and provides the Home Help Service since 1984, conceived as a public support service for the coexistence unit.

Now, the existence of the Law for the Promotion of Personal Autonomy and Care for Persons in Situation of Dependency favors the configuration of a new model, "more oriented to the prevention and care of non-dependents, giving priority to family situations of greater social vulnerability or situations of child vulnerability ", explained Conchita Ruiz.
