The Malecón Protection Plan enhances its visual, pedestrian and cyclable communication with the river and lays the foundations for its conservation (06/07/2018)

The Governing Board has given the green light to the provisional approval of the project of Special Plan for Landscape and Monumental Protection of the Malecón, which authorizes the maintenance of all existing homes and safeguards the agricultural use of the plots without building.

In the participation process, sectoral reports from different agencies and 211 private allegations have been submitted, most of which have been estimated and incorporated into the final document.

The Governing Board has given the green light to the provisional approval of the project of Special Plan of Landscape and Monumental Protection of the Malecón that establishes the guarantee of conservation of a space of high environmental, monumental, cultural and historical interest, and the safeguarding of the agricultural environment that surrounds you.

Among the basic objectives of this plan is the protection of the Malecón elements, the enhancement of its communication with the river, both visual and pedestrian and cycling, and the establishment of aesthetic and environmental conditions in current and future buildings.

The environmental management conditions aim to achieve greater environmental and landscape protection in the Malecón, declared a National Historic Artistic Monument since June 1982.

The Councilor for Urban Planning, Environment, Water and Vegetable Garden, Antonio Navarro, has underlined the identity that this space has for all Murcia and the characteristics it presents from the environmental, landscape and monumental point of view, which makes it a singular and special enclave in the city.

In the period of public exposure to which the plan's progress was submitted -which was approved in February 2016-, sectoral reports from different agencies and 211 pleadings from individuals were submitted, most of which have been estimated and had into account in the new document.

Of these 211, 185 are written according to four types of writing and the rest are more specific allegations.

Aesthetic standards for housing renovation

The protection of the Malecón requires the adoption of conservation measures for the landscape and orchard, making it compatible with all existing buildings, according to the reports of the Hydrographic Confederation, for being in a flood zone, and the General Directorate of Culture, and including aesthetic norms of renovation of the houses that in their case can be replaced.

In the unbuilt plots in the immediate surroundings of the Paseo, it will not be allowed to build, and must maintain its agricultural use, but may opt for a sale or exchange, taking into account the current situation and value.

Given that it is about recovering and protecting an agricultural landscape and a declared BIC monument, concrete measures are established to that effect, leaving the plots next to the Malecón in the current situation of unbuildable to value it and create a network of orchards of private or public character along the walk as "urban gardens".

In this way it is intended to promote traditional crops and protect and preserve the agricultural landscape, making the existing building compatible with the management.

Monumental continuity

Likewise, the monumental and landscape recovery of the Paseo de El Malecón refers to all the elements that make it up, walk, walls, walls and slopes and it is proposed to rebuild and recover the wall (west side) and the slope (east side) in the areas interrupted or eliminated.

Along with the cultural, historical and identity that it has for the city, both from the patrimonial point of view and functional, the Malecón is one of the most used pedestrian promenades by Murcia, however, its monumental continuity and route is interrupted. pedestrian traffic at the intersection of the Four Stones.

To solve it, one of the proposals of the Special Protection Plan of El Malecón, with the support of the General Directorate of Cultural Assets, consists in recovering that heritage unit that allows its perception and enjoyment by the citizens.

To do this, a thorough study of traffic has been carried out and 7 alternatives have been evaluated to access the points of connection with the highway and city center.

In any case, the traffic on the Malecón will not be cut without the previous completion of the adaptation works in the alternative itineraries and the consensus with the neighbors.

As for the other distorting elements, the special plan foresees subjecting the facilities and buildings of the AYS school to measures of environmental integration, setback and adaptation of fencing.

In the same way, the nurseries will set back their fence, will be dedicated to equipment of pedagogical function related to the agricultural use and the orchard, while the activity of wood storage is suppressed and the plot is destined for agricultural use.

The electrical and telecommunications lines are buried and all advertising signs are removed, as well as the acoustic adaptation of the A-30 motorway, installing new corrective measures to attenuate the noise.
