Change Murcia proposes the direct election of the members of the municipal boards (02/07/2018)

Let's change Murcia has submitted about twenty amendments to the Regulation of Citizen Participation to make it "more transparent" and increase the intervention of neighbors in the public affairs of their neighborhoods and districts, as the direct election of the members by the citizenship, since until now they are chosen by the municipal groups.

Councilman of the municipal training Sergio Ramos has explained that, among the proposals, is the adhesion of all neighborhood associations as members of the Plenary, with voice but without vote, and the promotion of participation in plenary sessions.

They also raise the need to change the denomination of municipal boards by neighborhoods;

the creation of a board of spokespersons that organizes the daily work and the constitution of open work commissions, and of a board that regulates and guarantees the contracting processes.

Regarding the measures that affect the functions of the boards, Change Murcia has opted to increase the powers of the boards are determined in relation to its population, around four groups are: the districts of no more than 3,000 population;

the medium ones, from 3,001 to 10,000;

the large ones, of more than 10,001 and the neighborhoods of the urban helmet of Murcia.

This division is due to the importance of "adapting the Regulations to the actual functioning of the boards, in which the larger ones need a greater degree of autonomy and management".

Ramos has highlighted, as well, the amendments that require that the current Regulation be divided into two parts, one that addresses citizen participation in the municipality and another regarding decentralization and neighborhood meetings, as well as the adhesion of a point to be mandatory compliance with the motions approved in the Plenary that deal with the powers of the board, provided there is budgetary availability.

Other proposals make reference to the fact that the approved motions will be addressed to the Government team and the obligation to respond to it;

that the questions, both oral and written, be recorded in the minutes and their response is obligatory and that the meetings may approve, as the Plenary of the City Council, institutional statements.

Let's change Murcia has also advocated creating a specific intervention area at the meetings to streamline contracting procedures and increase transparency;

assign personnel dependent on them, organically;

conduct a study on the real cost of their skills and that there is one administrator or administrator per 10,000 inhabitants.
