Carmen and La Paz will live the 'Urban DND' revolution with their neighbors as construction managers (25/05/2018)

Both neighborhoods have been considered as priorities in the indicators of the City Strategy.

The mayor of Murcia, José Ballesta, informed this morning, after the Governing Board, that the City of Murcia will carry out two new projects 'DNA-Urban' in El Carmen and La Paz, for the revitalization and social reactivation of these two historic neighborhoods, which will take place almost simultaneously.

José Ballesta stressed that "after the success of the project carried out in Santa Eulalia, which has been considered by international observers as an example of good practices in the European Union, we wanted to bring the Urban-DNA to other neighborhoods, just as we committed ourselves "

El Carmen and La Paz have been considered as priority neighborhoods in the City Strategy indicators, due to their demographic and socioeconomic characteristics.

These two environments, in which some 25,000 Murcians live (20,000 in El Carmen and almost 5,000 in La Paz), will witness an 'urban revolution' in a total area of ​​action covering 75,000 m2.

The mayor explained that, in El Carmen, the overall objective is "to recover the centrality that this neighborhood has had throughout its history, and that has been limited in its development by natural barriers such as the river and infrastructure such as the railroad.

While in La Paz -he added- the priority objective is to end their isolation, opening spaces and breaking down barriers to recover urban life in public spaces ".

"The ADN-Urbano project involves the neighbors in their immediate surroundings, improving coexistence and strengthening the social and commercial fabric of the neighborhoods, through small actions of 'urban acupuncture' that will improve public spaces and the quality of life of the neighbors, "explained the mayor.

Participation, activation, agitation and projection

This initiative of the City of Murcia, which is carried out in direct collaboration with the Municipal Boards and was born to promote and promote the growth of neighborhoods, driven by the residents themselves, consists of four phases: participation, activation, agitation and projection.

The participatory process has already begun with a first contact with different associations and neighborhood groups in both neighborhoods.

After this, the different Working Groups will be constituted, a process that will last six weeks and in which the neighbors will be able to identify the main problems of the neighborhood and propose their ideas, suggestions and improvements, through the different associations and collectives.

In the Activation Phase the selected projects will be technically defined and, at the beginning of 2019, the Agitation Phase will begin, with the entry of hundreds of workers and the execution of improvement actions, taking place between the months of February and March. Next year.

With the Projection Phase, the project will conclude and all the actions will be monitored.

This project will be co-financed by 80% by the European Regional Development Fund (ERDF) of the European Union, within the framework of the Operational Program for Sustainable Growth 2014-2020, and foreseen in the Murcia Project.

Innovation and Tradition / DUSI Strategy.

Two priority neighborhoods

In the last three years, the City Council has undertaken important actions in El Carmen.

The renovation of the Pavilions of the Artillery Barracks is already underway, with an investment of 2.7 million euros, soon the leftovers from the Sala de las Caballerizas will start, the video surveillance system has been awarded and the recovery of the old school next to the church - which will house the Museum of the Brotherhood of La Sangre and educational spaces for the University of Murcia -, among other projects.

For its part, in the neighborhood of La Paz, the Government Board today awarded the works of the nursery claimed by the neighbors, has created a commission of experts in town planning for the technical diagnosis of 1,500 homes and the City Council has executed the expansion of new children's areas and outdoor leisure activities.

DNA-Urbano Santa Eulalia Success

ADN-Urbano Santa Eulalia began in the spring of 2017 as a pilot project.

This model has become an international reference, which has been exported to other cities.

During the process, they visited Santa Eulalia observers from 12 European cities and 3 Hispanic Americans.

In this way, about 300 operators carried out more than 1,000 improvement actions, thanks to the involvement of the different Councils and Services of the City Council, which were created according to the inhabitants of the neighborhood.

Santa Eulalia, who lives today a moment of full social and cultural effervescence, benefited, in addition to these microactions of urban acupuncture, major interventions, such as the new Urban Garden and Intergenerational Leisure Zone enabled in the lot of Calle Paco, the integral improvement of the Plaza de Europa with the Saavedra Fajardo market, the cultural and historical revaluation of the Sardoy Square or the transformation of Santa Quiteria in the Calle de las Letras.
