More than 300 actions and 4.5 million budget to make Murcia a more inclusive and accessible city (16/05/2018)

Social Rights promotes the Municipal Plan of Universal Accessibility in which 50 entities of disability have participated and has been counseled by the CERMI Murcia.

It includes performances on public roads, transportation, tourism, sports or traffic, among others, and establishes a period of two years for its execution.

The City Council sets a deadline of two years to make Murcia a more inclusive and accessible environment for all people.

To meet this objective, the available budget exceeds 4.5 million euros, whose destination will be to finance the 300 specific actions divided into 10 strategic areas, which will enable the 70 objectives to be met.

All this is part of the Municipal Plan of Universal Accessibility presented this morning by the Councilor for Social Rights and Development Cooperation, Conchita Ruiz, which is a 'commitment and pursues real progress to build a city and design environments, goods and services more inclusive, inclusive and accessible for all people, thus allowing us to improve the day to day of those with different abilities.

For the elaboration of this first plan it has gone hand in hand with more than 50 entities of people with disabilities with which specific work sessions have been held in order to collect their needs and proposals, as well as having advice and guidance of the accessibility commission of CERMI Murcia (Spanish committee of representatives of people with disabilities).

Also, in the work has been the involvement of all councils, since the plan has a transverse and comprehensive, realistic and executable, because from the first moment we tried to escape from writing a mere statement of intent.

The 2018-2019 plan is structured into 10 strategic areas, around which more than 70 objectives and more than 300 actions are established, gathering both those that are in execution and the new proposals.

The strategic areas are awareness and social participation;

traffic and transport;

spaces for public use;

buildings;

citizen communication and information;

culture, leisure and accessible tourism;

sports and health;

education, training and employment;

social services;

and action and protection in emergencies.

Cultural and leisure events for boys and girls

The different measures proposed cover all areas of municipal action.

Among them, preferential access to cultural and leisure spaces and events for children with special needs is contemplated, as well as the permanent adaptation with fixed equipment at the Circo and Romea theaters.

For its part, the Plenary Hall already has permanent equipment through a magnetic loop system for deaf people.

In order to improve citizen information and communication, the progressive incorporation of Video Interpretation in Spanish Sign Language (Svisual) or access to the Telesor service in assistance offices is foreseen, together with the progressive incorporation of regulations, documents and texts into the municipal website. easy reading

For its part, the Social Services area will allocate more than € 1.7 million, with the expectation of increasing the Bonotaxi aid and the Family Respite service, while certain specifications will include the requirement to include monitors and intervention professionals with minors and young people. with disability and the guarantee of providing timely and specific socio-health care that may require a minor with a disability during the development of activities.

In this sense, the ratios in the camps in which minors with recognized disabilities participate in order to favor adequate care will be reduced.

Guided touristic visits adapted

Increase easy reading clubs in the Municipal Library Network and signaling with easy reading signage are other actions foreseen in the plan that, in the field of Tourism, proposes the participation of people with different capacities in the tourist offer through adapted guided tours , specific workshops in visitor centers, videos in sign language or adaptation to people with disabilities of buildings such as the Center of Light, tourist offices, museums and places of tourist interest.

Actions for the improvement of pedestrian crossings, mobility on the sidewalks and reduced urban obstacles have a budget that exceeds € 300,000

The plan establishes a € 200,000 line for the renewal of the adapted taxi fleet, while traffic will continue to install acoustic warning devices activated by bluetooth and control (pasblue) in trafficked pedestrian crossings, both in Murcia and different districts, which will be added to the 50 already installed.

In addition, € 50,000 will be allocated to replace or install traditional acoustic devices and the transfer of traffic lights columns to improve the accessibility of sidewalks.

Games adapted for different capacities

Accessibility also affects parks and gardens.

For this reason, the installation of games for children with reduced mobility, sound games designed for blind children and pictograms for autistic children, similar to those existing in the gardens of Salitre and Tres Copas and Plaza Bohemia will continue.

On the other hand, in terms of accessibility in Sports, it highlights, among other measures, the increase of places for courses and adapted sports activities, as well as for the integration in groups of ordinary sports activity.

Likewise, access and registration forms will be adapted according to the different disabilities and new bonuses will be studied for the use of sports facilities or access to services.

The budget in this area exceeds € 700,000.

Table of new solutions

In terms of planning, urban intervention and technical inspection of buildings, it is planned to set up a roundtable to study and analyze new solutions and requirements regarding accessibility, made up of municipal technicians, social agents and associations involved.

As a measure to improve accessibility in buildings for public use, among others, the Municipal Plan will contemplate the development of a program to improve the accessibility of public buildings as well as a specific inspection and intervention protocol.

On the other hand, more than one million euros are planned for accessibility actions in municipal housing and its urban environments.

Also, the plan includes measures of awareness, awareness and training to the workers of the City Council and the whole of the citizenship, with a budget of 30,000 euros.
