La Huerta, main objective to safeguard in the next revision of the PGOU (08/05/2018)

We analyzed the 885 million m2 of the municipality of Murcia, of which about 60% correspond to forest (38.45%), agricultural (19.58%) and green areas (1.83%).

The independent analysis carried out by the UPCT reflects a significant drop in urban pressure in La Huerta after an intense growth rate.

The development of urban land in districts requires the creation of new green areas and equipment.

José Ballesta: "Transparency and participation, independence and autonomy, and quality and professional excellence" are the three criteria that have guided the preparation of this report that will serve as the basis for the revision of the General Plan for Urban Planning.

The protection of the Garden and the increase of the green zones in the districts are two of the objectives that the City will pose in the next revision of the General Plan of Urban Planning, after the conclusions drawn from the independent urbanistic report realized by the Laboratory of Urban Investigation of the Polytechnic University of Cartagena (UPCT), which has involved a detailed analysis of the different land uses that make up the 885 million m2 of the municipality of Murcia.

The mayor of Murcia, José Ballesta, and the rector of the Polytechnic University of Cartagena, Alejandro Díaz, together with the members of the different political groups, attended today the presentation of the conclusions of the Environmental Monitoring Program and the Municipal Planning Analysis , an initiative that supposes the first step for the beginning of the revision of the PGOU (which dates from 2001), as agreed by the Municipal Corporation.

"We enter the third decade of the 21st century and we must respond to the new social reality of the municipality of Murcia and the process of transformation in which we are immersed.

For this, we wanted to have a reference institution in the whole of Spain, as is the UPCT, and we have done it guided by three criteria: transparency and participation;

independence and autonomy;

and quality and professional excellence ", underlined José Ballesta.

Almost 60% of forest, agricultural land and green areas

In total, 885 million m2 have been analyzed, of which 59.86% correspond to forest (38.45%), agricultural (19.58%) and green areas (1.83%).

The residential area of ​​the municipality represents 6.97% of the total land of the municipality, while tertiary use is 1.44% and equipment 1.73%.

The percentage of land for industrial use is 1.83%, while that occupied by infrastructure reaches 5% and the road 3.82%.

The unsorted or unqualified land surface represents 18.95% and the other uses remain at 0.39%.

The work carried out indicates that from 2001 to 2016 the transformation of land for the creation of new urban land is about 12 million m2, which represents an increase of 27% in terms of urban area in 2001, which was 43 million, and it becomes 55 million.

Fall of the urban pressure in the Huerta after an intense rate of growth

With respect to the Huerta, two clear periods are observed: the one of 2002-2007, characterized by an intense rhythm of growth of constructed surface, and the included one between 2011-2017, with an important fall that approaches the null growth as much of surface built as occupied surface.

The analysis highlights the need to carry out an integral action in the garden, although carried out by zones, which prioritizes those that are more saturated.

The total of 3,598 plots occupied from 2002 to 2017 has given residence to 9,000 people.

Likewise, the development of urban land in districts (almost 1,800,000 m2 more in urban soils, especially in the North and South Coasts), requires the creation of new green areas and equipment.

An exact photograph of the current situation

1,674 pages, 430 megabytes of information, 1,133 hours of research by a team of more than 20 technicians in planning, cartography and the environment, who have been involved in continuous work over a year and a half.

The result is an accurate photograph of both the urban and environmental reality of the municipality.

The writing team was composed of researchers from the UPCT and the University of Murcia;

as well as staff of the City of Murcia and support, mainly composed of university students of the specialty.

In this way, all the information collected, evaluated and analyzed will serve as a basis to make way for the revision of the General Plan for Urban Planning (PGOU) of Murcia, agreed at the Plenary in January 2016.

Environmental Surveillance Program: ecoauditories and surveys

For its part, the Environmental Monitoring Program aims to ensure compliance with the indications and protective and corrective measures contained in the Environmental Impact Study, consisting of 4 specific plans:

1. Monitoring plan for preventive and corrective measures that must be met.

Those of a global nature refer to air quality (acoustic and atmospheric pollution), to the prevention of natural risks (erosion, subsidence, floods, gravitational movements, fires, etc.) and regulation of livestock trails (competition from CARM) Others, of an individual nature, have a medium-high degree of compliance.

2. Plan to control the effective compliance of extraordinary added costs in residential development land, with higher qualities, where it was necessary to evaluate and carry out an environmental assessment of these land sectors whose development implies the fulfillment of a series of extraordinary added costs.

3. Survey of perception.

The City Council has carried out eco-audits and citizen surveys in the scope of agenda 21, revised in 2009, which included a citizen survey of different organizations and municipal boards.

In addition, in the scope of this work, socio-environmental surveys have been carried out for districts and neighborhoods.
