A course specialize to the local police in the fight against noise pollution (23/03/2012)

The City Council wants local police Murcia are specialists working against noise pollution.

Thus, collaboration between the Department of Safety and Human Resources and the Environment has allowed to organize a course in which different experts will explain to stakeholders how to deal with the chaos in which it exceeds the noise levels.

Thus, the aim is to train agents and local police commanders from Murcia to perform corrective and preventive inspections of noise pollution in public places, public places such inspections and sustain the proper treatment of administrative records penalties and, where appropriate, criminal complaints regarding violations of the regulations in force in the field.

The course, which will take place next week on 26, 28 and 30, have both practical and theoretical content.

We have selected a total of 23 players, the entire ecological patrol (7) and volunteers on each shift and services (including the following controls: 1 Sergeant and 4 Cabos, several services).

Class will be taught in various academic subjects according to the following program:

Introducción a la acústica.

Municipal Ordinance on Protection Against Environmental Noise and Vibration Emission.

Ley 37/2003, de 17 de Noviembre, del Ruido.

Royal Decree 1367/2007 of 19 October, which implements Law 37/2003 of 17 November Noise.

Sonómetros, calibradores y verificación de equipos.

Way of acting in the inspections.

Types of acoustic transmitters and types of actions:

Ruido procedente de actividades.

Noise from other acoustic transmitters.

Medición de los niveles de ruido generados por actividades y otros emisores acústicos.

Measurement of noise transmission to homes, local and external environment.

Actas de inspección y derechos que asisten a las partes.

Igualmente se ofrecerá una formación práctica que se impartirán en diversas visitas de inspección real a locales, espacios públicos, viviendas afectadasâ€¦

Todas estas materias serán impartidas por expertos como Antonio J.

Jara Hernández (Jefe de la Sección de Inspección Técnica de Actividades del Ayuntamiento de Murcia), Esperanza Rodríguez Megías (Jefe del Servicio Administrativo de Actividades y Disciplina Ambiental) Fuensanta Vizuete Cano (Jefe de Calidad Ambiental del Servicio de Medio Ambiente) y José Ramón Gil de Pareja Martínez (Ingeniero Técnico de Telecomunicaciones de Entidad Colaboradora con la Administración en Materia de Calidad Ambiental).

Además se ha invitado como ponente a José Luis Díaz Manzanera, Fiscal de Medio Ambiente y Urbanismo del Tribunal Superior de Justicia de la Región de Murcia.

Cada alumno completará los contenidos teóricos de diez horas en aula y los contenidos prácticos de catorce horas bajo la tutoría del profesorado, llevándose a cabo la mayoría de estas prácticas en los horarios especiales en los que se realizan las inspecciones a locales.

El curso teórico se impartirá en el aula de formación del Cuartel de Policía Local (lunes, 26 y miércoles 28 de marzo) y en el Salón de Actos del Edificio Moneo (Viernes 30 de marzo), en horario de 09,15 a 13,30 horas.

Para llevar a cabo este curso se utilizará distintos materiales especializados como sonómetros y calibradores.

All practical training will be given by Antonio J.

Jara Hernandez (Chief of the Technical Inspection Activities of the Department of Industrial Engineering), beginning the week of the course.

There are two theoretical parts.

The first will address the following subjects:

-Using the sound level meter and calibrator.

-Setting the sound level meter.

-Measurement of noise levels per City Ordinance on Protection Against Environmental Noise and Vibration Emission, and Royal Decree 1367/2007 of 19 October, which implements Law 37/2003 of 17 November, Noise.

-Transmission of data recorded on the meter, the BZ-5503 software application from Bruel & Kjaer.

-Sending sound files stored on your computer via e-mail and other computer media.

The second part will allow agents to perform transmission measurements of noise levels previously scheduled in a particular activity on the street.
