The Municipal Progress and Democracy Union in Murcia City Council considers the need to address the problem of local government debt with suppliers, and should not have tolerated that public default would cause the closure of many companies.

The measures adopted in the Royal Decree Law 4/2012 of 24 February for determining information requirements and procedures necessary to establish a funding mechanism for payment to providers of local authorities, contain, according to UPyD, positive, then unlock the plight of widespread default, providing liquidity to companies.

The Speaker of the Municipal Group, Ruben Juan Serna, also believes that these measures will help to recover "saved invoices in the drawer" and it is an economic stimulus measure amid a restrictive policy.

But there are downsides to UPyD like to remove that power providers if they want to collect before.

On the other hand Serna criticizes the State to assume debt of the municipalities avalándolos in what is a "new bailout money from everyone," such as savings banks.

Finally Serna recalled that UPyD saving measures as proposed merger of municipalities with fewer than 5000 inhabitants, the clear demarcation of municipal powers, eliminating duplication, reducing municipal companies, and the abolition of county councils.
