The City will save 60,000 euros per year to replace the paper with a virtual bulletin board for notices of traffic fines (05/08/2011)

The new system, called Testro, will be operational early next year and will suppress the publication in BORM

The policy introduced by the city of Murcia to increase management efficiency and control spending comprehensive covering all areas of government.

And the handling of disciplinary traffic has not been excluded.

Councilwoman Safety and Human Resources, Nuria Fuentes, today announced a project initiated by his department which will replace paper notifications of traffic fines by a virtual bulletin board.

The first consequence of the change is reflected in the municipal coffers, since the estimated savings per year is 60,000, which is the approximate amount spent by the City Council to publish notices in the Official Gazette of the Region of Murcia.

Until now, the law obliged to resort to ads on the bulletin board of City Hall and the BORM when, for whatever reason, the sanctions could not communicate to stakeholders.

From now on, the Law on Traffic and Motor Vehicle Traffic and Road Safety creates a new system that replaces the paper publication by the Sanctions Board Traffic Edictal-Testro-that, if the forecasts, will be operational early 2012.

It will include notifications of denunciation, the resolution of appeals and penalties and other informative documents.

At the same be accessible to all citizens via the Internet to see if, within 20 days, there is a notification to its name.

After that time, and although it exceeds the period for comment, will also be available for about a year, although in this case the purpose of simple knowledge.

The DGT Testro depends on with whom the City of Murcia has already begun the steps necessary to implement it.

This is necessary to adapt a computer program, which handles the company SQA Murcia, based on a template provided by the DGT, which must be validated by the agency.

Since then begin a testing phase which should extend at least two months and is expected to take place in October and November.

If at that time there are no incidents will begin production time, in which the public takes legal effect.

Using this virtual board bring many benefits to offenders and vehicle owners and simplify administrative procedures and eliminate the expense of paper publication.

The consultation will be free through the website of the DGT or the City of Murcia.

Access will be public, without specifying or DNI-e nor original.

142,000 annual cases

Throughout 2010, the City of Murcia processed 142,000 sanctioning both the local police reports and the ORA.

Of this total, about 10%, 14 200 were reported in hand by the agent, so that the record does not continue unless you make allegations.

In the remaining 90% is necessary to notify the start of it and its resolution.

The success rate in the notifications is estimated at 70% when performed by City staff, in charge of it when it comes to the municipality, and 50% for shipments by mail, when is referring to another municipality either within or outside the region.

The most common reasons why you sometimes do not get to meet reporting are the lack of domicile, the lack of a stable home, found no one home delivery in hours or who do not wish to be notified and do not.

So far, the city of Murcia supports costs around 60,000 euros for publication in the BORM, which eventually appear around 30% of disciplinary proceedings in its beginning stages and resolutions of fines and appeals for reconsideration.

From 2012, all advertisements will be deleted thanks to the launch of Testro, whose notifications produce effects equivalent to all BORM.
