The Secretary of State for Research says that the new Law of Science is a commitment to change the production model (20/06/2011)

Pétriz Philip, Secretary of State for Research, justified now at the University of Murcia adopting a new Law on Science by the need to develop a production model change through research and innovation.

Besides this, Pétriz cited as compelling reasons to replace the previous 1986 Act - "a good law," said the size attained by our scientific system, "which required a profound transformation of the management model", and the need to provide researchers with a "predictable scientific career and technical merit-based and socially recognized."

The senior Ministry of Education and Science made the remarks at a round table presentation of the Law which was held at the School of Informatics, University of Murcia and chaired the institution's rector, Jose Antonio Cobacho.

Pétriz toured the purview of the Act, which highlighted the consensus reached in its development, in which citizens have participated through the website of the Ministry, unions and employers' associations and autonomous communities and stakeholders.

The high support was reflected, said the official ministerial, in the 289 votes against only three who received the standard in the Congress, which is "important because the Spanish scientific and technical system is in need of political stability" he added.

Flexibility is another value that Felipe Pétriz stressed: "The Act does not set policy guidelines, but provides agents the tools to carry them out, there are" many and few should be "to respect university autonomy."

On the other hand, said the secretary of state, the new law establishes mechanisms for coordination of the complex Spanish system, "as a little system of systems, at least 17 structures corresponding to the regions."

The coordination mechanisms set out in the legislation, said the strategy Pétriz Spanish Science and Technology, the multi-annual framework for R & D and Research Agency, which seeks to stabilize and streamline the organizational model and streamline management.

Among the outreach and scientific and technological culture established by Law, the speaker highlighted the distinguished research contract, which will allow to attract leading scientists.

Another paragraph valued by Felipe Pétriz innovation is the concept introduced by the standard, which contains measures to strengthen the innovative role of public administrations.

Likewise, the new system encourages the transfer of knowledge activities and collaboration between public and private agents and mobility of researchers, among others.

In regard to universities, spoke of agreements to simplify the justification of subsidies and research staff financial compensation for the exploitation of intellectual property.

The roundtable was assistance from, among others, the rector of the University of Murcia, José Antonio Cobacho, CEO of Universities and Cientítica Policy, Eduardo Osuna, the rector of the Polytechnic University of Cartagena, Félix Faura, and Vice Chancellor for Research Excellence and Campus of the University of Murcia, Juan María Vázquez.
