Strict control of expenditures, appropriate legal system and creating new fees (28/03/2011)

Professors from several Spanish universities have gathered in Murcia to propose alternatives to the current economic situation of municipalities

Titled "How to avoid the deficit of local governments," Murcia City Council met this morning with professors from several Spanish universities to address the current situation of municipalities and propose alternatives that can help change the current economic situation of local government finances.

The Deputy Mayor of Finance, Joaquin Moya-Angeles, which has organized this conference in collaboration with José María Portillo Navarro University of Murcia, has been suggested that the status of municipalities has deteriorated in recent years and is result of the shortage of resources to address local public spending.

During his speech, Moya-Angel has announced that the City of Murcia will close fiscal 2010 with positive results.

Professor of Applied Economics and Finance and Tax Law at the University of Alicante, Francisco Poveda Blanco, has offered the conference: "Measures of adjustment in municipal spending policy."

During his speech, Poveda said that it must conduct a rigorous control of expenditure on local public finance, and that it must reduce personnel costs, and eliminate unnecessary investments.

Francisco Poveda has also pointed out that 46% of the money coming in the municipalities is for personal and debt, making it necessary to carry out major adjustment plans.

Poveda, who said that in Spain there are 74,211 political, noted that municipalities have made many services that do not correspond, while not receiving any financial contribution or the state or the autonomous communities.

"Resources in Local Tax" is the name of the lecture given by Professor of Financial Law and Tax UPCT Peter Colao Marín.

Colao pointed out that it must have a proper legal system for resources in local government finances are not as extensive and citizens can exercise their right to complain.

Professor of Financial Law, who has praised the Economic Council of the City of Murcia, also pointed out that municipalities do not have this figure, because smaller municipalities may enter into agreements from other municipalities or consortia for citizens of these locations also can have rapid and effective resources.

The creation of new taxes has been the proposal made at the conference by Professor of Tax Law at the Universidad Rey Juan Carlos, Pablo Chico Chamber.

The conference was titled "New tax figures in the context of Local Finance."

Chico has put on the table the possibility of creating new rate to help prevent the deficit in Local Tax and spoke of the following proposals, some of which are conducted in some Spanish towns.

- The public use.

Movie box office, ATMs, vending machines, and secure parking.

- On delivery of services.

Fees for odors, refuse collection and tax incentives in the IVTM tax havens to avoid this tax.

In the case of incentives, Chico has highlighted the work in this regard has been carrying out the city of Murcia to subsidize the clean vehicles.
