Now Murcia requires the official review of modifications of the PGOU affecting more than 11 million m2 of buildability (30/01/2017)

Angeles Micol states that "the Consistory, according to the Law, has a period of 6 months to respond, if it does not or if your answer is that it does not proceed to the annulment, we will go to the Courts"

NOW MURCIA has announced that it will require the ex officio review of 18 specific modifications of the PGOU (General Urban Planning Plan of Murcia) and the Adaptation of the PGOU to the Land Law of the Region (LSRM).

These revisions affect 11,291,778.97 m2 of building, which is equivalent to 112,917 new homes.

Councilors Alicia Morales and Angeles Micol and the regional deputy of Podemos Oscar Urralburu have explained at a press conference that "the objective is for the City Council to review these modifications of the PGOU and the Adaptation and annul them ex officio" and have stressed the need to " Establish in the municipality a new urban planning that is always within the legality and that bets for sustainability.

Micol points out that these requests for an official review respond to the study of Now Murcia "of all modifications of urban planning and the variation of residential capacity that has been the PGOU."

The mayor says that "the 18 amendments we have chosen plus the Adaptation are the most representative actions of urban planning in the municipality, and mean in practice an amendment to the entire PGOU."

"The City Council, according to the Law," Micol advances, "has a period of 6 months to respond, if you do not or if your answer is that it does not proceed to the annulment, we will go to the Courts."

The councilor points out that "the resources we present are motivated by the lack of sectoral reports, both from CHS and other state competencies, the lack of Environmental Impact Assessment (EIA) and other deficiencies that render the executed PGOU null and void. Related developments, some shortcomings that, as the Supreme Court has just demonstrated with the partial plan of Tocinos Bridge, any court would consider illegal.

The mayor explains that "the approval of the specific modifications of the PGOU and the Adaptation of the PGOU to the LSRM have meant an alteration of the estimates established in said Plan, especially an alteration of the residential building volume, with the important consequences that It is derived ".

Specifically, in the PGOU, approved in 2001, a residential capacity of 990,000 inhabitants was estimated, although it contained a demographic estimate for the municipality of about 502,000 inhabitants by the horizon year of 2025, and it should be added that all Modifications approved subsequently represent an increase of almost 400 thousand more inhabitants.

Micol recalls that for months now Murcia asked the City Council for a moratorium on the PGOU, which has not found a response, and notes that "we find a PGOU where infrastructure, water resources, social and health services have not been guaranteed , The coverage of basic municipal services, etc., necessary to cover the demand that implies the increase of the residential capacity approved with the modifications processed by both the City Council and the Autonomous Community.

"The recent sentence of the Supreme Court against the allegations of the City to the resolution of the TSJ of the Region declaring null and void the partial plan of Puente Tocinos not only affects this plan, But to all the urban policy that the PP has been developing for more than 20 years. We understand that this sentence and its consequences affect the whole municipality and that they are a death blow to this policy based on urban planning a la carte and The interest of the promoters prevails over the general interest of all Murcia and has caused a huge housing bubble that has left many empty houses and our land and our landscape are destroyed.

Finally, Oscar Urralburu has stressed that "in less than two years in the City Council, these two councilors have put in check the whole urbanistic and speculative model of the PP in the municipality of Murcia, so that from the Region of Murcia we feel very Proud to have as representatives in the Consistory these women, who are demonstrating that with a clean and meticulous work can change the model of speculative Region that has imposed the PP in recent decades.
