2,400 children from neighborhoods and districts participate in the elaboration of the Municipal Plan for Children and Adolescents (19/08/2019)

In total, 511 proposals have been made, of which 393 have been incorporated after their valuation. The Plan, which will be valid for 4 years and in which 24 municipal services participate, collects 251 shares and has an estimated budget of 102 million Euros

A total of 2,400 children participating in the activities promoted by the municipal social services have made contributions to the Municipal Plan for Children and Adolescents that will be approved shortly.

The process of child participation began on November 21, 2018 with a meeting in which the professionals of the projects promoted or coordinated by the social services of the City of Murcia participated, in which they were exposed to the draft of the Municipal Plan prepared with the proposals made by the different municipal services and the importance of the involvement of children in it.

From a working document, in which the basic aspects of the Plan were collected, a procedure was established to work with the groups of minors and adolescents, being the reference professionals of these groups responsible for informing about the preparation of the Plan , establish the work methodology appropriate to the age and maturity of the minors and agree, in ordinary sessions as many contributions as the children proposed, using techniques such as the assembly in large group, small group discussions, murals, writing, viewing of videos and meetings between groups, sending the final proposals to the municipal social services for their evaluation.

In the set of contributions received they are represented around 2,400 minors of practically all neighborhoods and districts of the municipality through the projects listed below:

- Socio-educational Intervention Project with Adolescents (Project 13-17), with 378 participants.

- Children's Activities Project (MYP), with 900 children.

- Ciberalulas Project, with 110 minors.

- Fundación General Secretariado Gitano (Caixa Proinfancia Project), with 300 minors.

- Cáritas (Caixa Proinfancia Project), with 435 minors.

- CEPAIM Association (Caixa Proinfancia Project), with 220 minors.

- ASPANPAL Association, with 10 minors.

“The process has been valued by all groups as very interesting, both for professionals and children, for the important work of reflection, exchange of opinion and training in respect and tolerance towards colleagues, taking into account that For most of them, it was the first time they had carried out a process of these characteristics, expressing interest and concern in continuing with this participatory methodological approach, â€said Councilwoman Pilar Torres.

To these contributions have been added those made by other entities to add a total of 511 proposals, of which after their valuation 393 proposals have been incorporated into the Plan, which have been included as new actions or integrated into any of the actions already provided for in the plan.

In addition, 118 have been ruled out because they are issues for which the City Council lacks competencies, in which case they will be referred to the competent administration for consideration, because they are related to aspects already regulated by higher-level legislation or because they correspond to expressions of wishes of impossible material compliance.

The 2019-2022 Children's Plan is the roadmap of the set of actions that will be developed in the municipality of Murcia for social promotion, care and protection for children and adolescents.

It collects a total of 251 shares and has an estimated budget of 102,286,094 million euros

"What we want is to give prominence to our children and adolescents, and guarantee their well-being for each Murcian child around three principles: equality, full inclusion and social integration," says Pilar Torres.

The main objective of the 1st Municipal Comprehensive Plan for Children and Adolescents of the City of Murcia is to guarantee the fulfillment of the fundamental rights of children and adolescents, promoting and carrying out actions that in an integral way allow the full development of their physical, emotional, intellectual abilities and social in a healthy, inclusive and equal environment, increasing their well-being and quality of life, including their protection from situations of difficulty or lack.

The Plan, which will be valid for 4 years and in which 24 municipal services participate, is structured in 6 large areas, according to the interests and areas of development of the activity of the child and adolescent population:

Area 1. Information, Participation and Children's Rights.

It incorporates aspects related to the right to information and direct participation, without forgetting the support for the associative movement.

Area 2, Family, Protection and Promotion.

It includes the specific actions that guarantee at all times the protection of minors at risk of poverty or social exclusion or lack of protection, extending their action to the situation of vulnerability of minors in other countries.

Area 3, Education, Training and Employment.

It contemplates the objectives and measures that complement the teaching work and those oriented to collaborate with the educational system in situations of absenteeism, abandonment or bullying.

Area 4, Health, Consumption and Physical and Sports Activity.

It groups all aspects related to the development of a healthy life, with specific measures to address problems related to addictions, food or psycho-affective problems.

Area 5, Culture and leisure and free time.

It integrates aspects related to access to culture, the development of multiculturalism, artistic promotion and the recreational and educational use of leisure and leisure time for minors in the different age groups.

Area 6, Safety and Environment, articulates aspects related to the development of the child's life in their physical environment and in their approach, knowledge and respect for nature.

The first area has been the one that has received the most contributions, 128, and the one related to Education another 93.

The Plan will be presented to the Technical Commission of Children, responsible for the coordination of the Plan, for its final drafting and to the Bureau for the participation of children and adolescents, the representative body of the child and adolescent population, in the next month September, before being approved by the municipal government bodies.
