The Plenary unanimously approves the dedication and remuneration of the members of the Corporation (01/07/2019)

The councilors of the opposition groups with partial dedication and without delegation of competences will increase their salary, while the Mayor, councilors delegates and councilors of the opposition groups with full dedication, without delegation of competences will maintain their annual remuneration.

Likewise, the regime for holding the Plenary and the creation and composition of its committees have been approved.

The extraordinary session of the municipal plenary session held today unanimously approved the regime of dedication and remuneration of the members of the Corporation and the system of holding the Plenary and the creation and composition of its committees.

According to the approved text, the Government Team, composed of the Mayor and the delegated councilors, and the councilors of the opposition groups with full dedication without delegation of competences will maintain their annual remuneration with respect to the previous mandate, while the councilors of the Groups of the opposition with partial dedication and without delegation of competences will see their salary increased from 19,126.87 euros to 34,325.17 euros.

The approved salaries are the following:

- Mayor President, on a full-time basis: It remains at 76,387, 64 euros.

- Twelve full-time delegates councilors: It remains at 67,693.85 euros.

- Two delegates with partial dedication: It is maintained at 44,257.92 euros.

- Maximum seven councilors with exclusive dedication without delegation of powers: It remains at 52,501.40 euros.

- Maximum seven councilors with partial dedication without delegation of powers: It increases from 19,126.87 euros to 34,325.17 euros.

Likewise, for the councilors without dedication, the attendance regime for the Government Board and Plenary Commissions is set at 400 euros and plenary sessions at 500 euros.

On the other hand, the Plenary has also given its approval to the system of holding sessions of the Plenary and creation, denomination, composition and powers of its committees.

The City Council will hold the ordinary session of the Plenary session on the last Thursday of each month, except for the month of August, at 9.30 am, starting next September.

In total, three Plenary Committees have been set up on a permanent and regular basis and six special commissions.

All of them will be integrated in addition to the Mayor, by thirteen councilors, of whom five will represent the Municipal People's Group, four Municipal Socialist Group, two Municipal Citizens Group, one Municipal Vox Group and one Municipal Group Podemos-Equo.

The Permanent Plenary Commissions are the following:

- Plenary Committee on Urban Development, Sustainable Development and Garden: The study, report or consultation on all issues whose resolution requires plenary agreement in matters relating to the powers attributed to the delegated council of Sustainable Development and Huerta.

- Committee on the Plenary of Infrastructures, Finance, Economic Management and General Affairs: The study, report or consultation in all the matters whose resolution requires plenary agreement in the matters related to the competences attributed to the Delegated Councils of Development;

Sustainable Mobility and Youth;

Urban Development and Modernization of the Administration;

Citizen Security and Economic Management;

Commerce, Markets and Public Roads;

and Urban Agenda and Open Government;

Pedanías and Barrios.

- Committee on the Plenary of Employment, Social Rights, Education and Culture: The study, report or consultation in all matters whose resolution requires plenary agreement in the matters related to the competences attributed to the Delegate Councils of Employment, Economic Promotion and Tourism. ;

Elderly, Disability and Development Cooperation;

Social Rights and Family;

Sports and Health;

Education and Nursery Schools;

Culture and Heritage Recovery.

Likewise, the creation of the following Plenary Commissions has been approved as special:

- Special Accounts Commission: The report and audit of the annual accounts will correspond to you, in accordance with the provisions of art.

116 of Law 7/1985, of April 2, Regulator of the Bases of Local Regime.

- Special Commission Suggestions and Complaints: The study, report and resolution of the suggestions and claims presented in defense of the rights of the neighbors, in accordance with what is established in the Regulation of Citizen Participation and Districts.

- Special Commission of Surveillance of the Contracting: it will be the control and supervision organ of the contractual activity of the municipal Administration.

The purpose of the Commission is to guarantee the effective application of the principles of publicity, free competition, objectivity, transparency and efficiency in the contracting of the Administration.

- Special Committee on Strategies for Social Recovery, Integration and Citizen Participation: It will be an organ of participation, corresponding to the functions of study and proposals regarding plans and strategic projects and development of Murcia, with special emphasis on social recovery and integration, covering actions to promote economic activity, innovation, employment and citizen participation, among others.

The purpose of this Commission is to guarantee the effective application of the principles of participation and transparency in the management of municipal actions in matters within its competence.

- Special Commission for the examination and study of the recruitment processes of the Ramon Gaya Museum Board.

- Special Commission for the examination and study of the personnel hired in the municipal services concessionaires.
