NOW MURCIA reveals that the municipal company Emuasa-Aguas de Murcia has a debt pending collection of 6.5 million euros, and denounces its opacity regarding these defaults.

Councilman Miguel Angel Alzamora explains that now Murcia has been asking Emuasa for detailed information about this huge debt since last April, "and despite the legal obligation they have to offer all the information to a city councilor, they are denying it. , violating our fundamental rights, if the company continues without providing the information we have been requesting, we will go to the Office of the Prosecutor. "

The purpose of Now Murcia is to have the data "about who are the people, companies, entities ..., who have debt with Emuasa, to know who live in neighborhoods or vulnerable areas of the municipality, which could benefit from social measures. We also want to know if among those who owe Emuasa those 6.5 million euros are large debtors ".

Alzamora wonders what are the reasons why Emuasa denies an information to which, according to all the legislation on the political rights of councilors of the town halls, has full access.

Thus, among others, Article 77 of the Law of Bases of Local Regime establishes that "the members of the Local Corporations have the right to obtain from the Mayor or from the Government Board, how many antecedents, data or information are held by the services. The right to information is a right of each councilor protected by Article 23 of the Constitution, and its unfounded denial may be the cause of an offense included in Article 542. of the Criminal Code ".

Inbreeding of vulnerable families

Regarding the debts with Emuasa, Miguel Angel Alzamora states that "a part of it corresponds to vulnerable families in the municipality, who can not cope with the high price of water in Murcia, the highest in Spain."

In 2015, a motion by Ahora Murcia was approved for the City Council to pay its debt to Emuasa to vulnerable families, something that, as Alzamora states, "has not been done".

In December 2017, the municipal formation presented a motion in the Plenary to resolve the debt situation with Aguas de Murcia of families with economic vulnerability accredited by Social Services and to guarantee their access to water.

"That motion," explains Alzamora, "we left it on the table because the other political groups said that these issues should be addressed in Emuasa's Board of Directors, but a year later, the problem has not been addressed in that body. For this reason, together with the figures we have known about the debt with Emuasa, we return to the Plenary the debt with the municipal water company of vulnerable people and families, and we will raise again the need for the The City Council's regulations guarantee the fulfillment of their human right to water. "

Alzamora recalls that during the last days the municipal government of the PP "is announcing that it will monitor and protect the rights of the residents of the La Paz neighborhood, where there are many neighbors affected by the accumulation of water debts, but they are still taken to those tried by Emuasa, which calls into question the announced protection of rights. The mayor emphasizes that Emuasa has a Social Fund to cover the cost of applying a flat rate to families that prove a situation of economic precariousness (vulnerability).

Social Services acts here as a mere transmitter of reports at the request of Hidrogea (the private part of Emuasa).

In the event that a family owes a debt, the flat rate and, consequently, the Social Fund, can not be used, since that fact is considered a direct cause of denial.

"Despite our motion passed in 2015," he says, "the debt to these families has not been forgiven, and judicial debt is being claimed from many other vulnerable families." There are still situations in which families with debts claimed by the courts are not they can have access to water in their homes or be eligible for the Emuasa Social Fund flat rate, which continues to be an anomaly that should be solved. "

Faced with this serious situation, Now Murcia is going to raise again in the House the need for the City Council to act to resolve the situation of indebtedness and water cuts that Emuasa is generating with individuals and families with economic vulnerability and we continue to demand a new municipal regulation , as approved by the Plenary in June 2018 through a motion by Ahora Murcia, "in a way that guarantees in the municipality, among other issues, the human right to water, which is being systematically violated."
