The process to adapt the use of public roads for the circulation of bicycles, cycles and personal mobility vehicles begins (10/12/2018)

The City Council launches a working group to draft an ordinance that orders the coexistence between the different modes of transport.

The objective is to make these uses compatible with the guarantee of safety and health of people, road safety, traffic flow, improving air quality and protecting the environment.

Increase road safety and order the coexistence between the different modes of transport, with the incorporation of personal mobility vehicles (VMP) is one of the main objectives pursued by the municipal ordinance of sustainable mobility, whose initial draft has begun to be studied today by the work table created for that purpose.

The City Council thus intends to carry out the regulation of the use of certain urban spaces by pedestrians and bicycle vehicles, cycles and urban mobility vehicles, as well as to make compatible these uses with the guarantee of safety and health of people, road safety, the necessary flow of traffic, the improvement of air quality and the protection of the environment.

The councilors in charge of the Traffic, Environment and Transport areas, Lola Sánchez, Antonio Navarro and Eduardo Martínez-Oliva, respectively, are also part of this work table, as well as representatives of the municipal groups, technicians of the services involved and representatives of neighborhood associations.

According to the draft that serves as the basis, bicycles will preferably circulate through the cyclable roads enabled for this purpose and, in the event of absence of such lanes, they must necessarily circulate along the roadway.

They can "voluntarily" have civil liability insurance against third parties, as well as register in a municipal bicycle census, where they will be assigned a badge, which will facilitate identification in cases of accident, theft or any other circumstance.

Due to its intensity of pedestrian traffic and its own characteristics, the circulation of bicycles may be expressly excluded in some streets.

It would be the case, for example, of the streets Platería and Trapería.

As a general rule and except as expressly stated in the ordinance, the circulation of bicycles on sidewalks, streets and pedestrian zones is prohibited.

Regarding the VMP used for the development of an economic activity, including the rental of such vehicles, the realization of tourist itineraries and the distribution of goods at home, must, among other conditions, have a mandatory civil liability insurance that Respond to possible damages that may be caused to third parties and those of types A and B must wear a helmet.

Skates and scooters

On the other hand, skates and scooters without motor, skateboards or similar devices without motorized propulsion will be able to walk along the sidewalks and other pedestrian areas at a speed adapted to the pace of person that does not exceed 5 kilometers per hour, avoiding at all times causing discomfort or create danger.

In no case shall they have priority over pedestrians.

They can also circulate along protected or unprotected bike lanes, bike pavements, cycle paths, bike lanes and cycle lanes for the circulation of bicycles, but if they are unprotected bike lanes, only skaters older than 16 or younger can travel. and protected with approved helmet and marked with visible reflective elements and in situations of reduced visibility, with position lights.

After this first contact, in January the commission will be convened to continue working on the regulation, giving the possibility to the General Directorate of Traffic to move forward in the approval of the royal decree.
