The traffic mobility, works and transport plan foresees improving accessibility during burial (03/12/2018)

Eduardo Martínez-Oliva recalls that the Mayor sent two letters to the Railway Safety Agency to authorize the maintenance of the level crossing of Santiago El Mayor, and last July a motion was approved unanimously in the same direction, presented by the Partido Popular and Citizens.

Still expected response.

The City of Murcia has completed and has a mobility plan ready to facilitate the accessibility of people for the duration of the underground works, which especially affect Santiago El Mayor, El Carmen, Infante Juan Manuel, Los Dolores, Los Garres and San Pío X.

This has been explained today by the councilors involved in this plan - Rebeca Pérez, Lola Sánchez and Eduardo Martínez-Oliva - in one of the places where a new traffic light has been installed at the intersection of Ronda Sur and Avenida Miguel Ángel Blanco, improving the departure from Santiago el Mayor and San Pío X.

The actions are mainly traffic, but also infrastructure -to restore the functionality of the roads-, in addition to public transport, with the modification of Ray 80 and the creation of a free shuttle with a frequency of 30 minutes.

Among the works executed is the installation of electrical wiring and cables, columns, traffic lights and cameras, complemented by the software and hardware necessary to synchronize and centralize the traffic light crossings.

Specifically, 6 regulators have been installed with capacity to manage up to 20 traffic light groups, 4 cameras, 11 traffic lights -6 height, 3 column and 2 for pedestrian crossings- and 20 civil works units.

In addition, 8 interventions have been recorded for the connection with the closed circuit television with the traffic control center and the placement of almost 2,000 meters of fiber optic cable and 144 meters of turn to detect the passage of vehicles.

Thus, the measures to favor the circulation of vehicles in the best conditions in this environment have been carried out 10 actions with a budget of 169,000 euros.

All these works of management and improvement of traffic are in force since spring, meeting the deadlines for their implementation coincided with the closure of the level crossing of the path of Garres by Adif.

Both the changes in the transport service, infrastructure and traffic were presented to the representatives of the political groups and municipal boards in various meetings held by the councilors of the areas involved, which also raised some changes that were incorporated into the projects.

Traffic management

This plan, coordinated by the Department of Traffic, Security and Citizen Protection, centralizes the entire area to better manage traffic from the control room and incorporate new movements that improve the circulation of the environment affected by the works.

Among the completed works is the centralization of the road axis from the Plaza Ingeniero Juan de la Cierva to Ronda Sur, installation of a closed circuit television for the correct management of traffic in a direct manner, centralization of the intersection between Pío XII and Huerto streets, that allows regulation on demand, new turn signalized on the right from Ronda Sur to Calle Morera, improvement of the exit of the neighborhoods of Santiago El Mayor and San Pío towards Ronda Sur, enabling turn signalized at the intersection of Ronda Sur with Miguel Ángel Blanco and agility for the departure of Painter Almela Costa to Ronda Sur, moving to operate the roundabout phases.

The project was prepared by the Traffic Service of the City Council, based on the information provided by ADIF on the development of the works for the burial of the train tracks.

Initiatives for the maintenance of the level crossing

These actions have already been carried out, although Adif is still waiting to respond to the writings addressed by the Mayor on two occasions - October 24, 2017 and June 12, 2018 - requesting the State Railway Safety Agency not to will review its position and authorize the maintenance of the level crossing of Santiago El Mayor.

In this regard, the City Council unanimously approved in July a motion by the Popular Party and Citizens to request Adif to eliminate the acoustic protection screens defined by the neighbors as a "wall" and to authorize the continuation of the level crossing. of Santiago El Mayor since the AVE will not arrive until, at least, 2021, and studied the possibility of removing the pedestrian footbridge installed by Adif.

Urban and mobility improvements in Camino de Tiñosa

So far, the City has not received any response from Adif.

Not even to allow the Department of Infrastructure, Public Works and Services to execute two projects that have been finalized and financed: the adequacy of the paving of the Orilla de la Vía Norte street and others between Senda de los Garres and Carril Plácido in Los Dolores, and from the Torre Leales and Carril Campoy lane with Carretera F6 in Los Dolores.

They are necessary works to restore the functionality of the roads, as well as to minimize the impact on the mobility of vehicles and pedestrians on both sides of the railway, laying the foundations for this connection to be more agile and effective than the one before constructing the new bridge. of Tiñosa.

Adaptation of public transport

The Department of Finance, Recruitment and Urban Mobility has studied and defined the modifications that should incorporate public transport to improve the permeability of traffic between citizens of San Pío X and Torre de Romo, assuming that Adif closes the level crossing of Santiago El Mayor.

The measures affect Rayo 80, which will alter its route, which will increase by 1.27 km, and the creation of a new free shuttle line.

Likewise, a bus shuttle service will be implemented in shuttle mode to facilitate people transit between both areas.

It will have a frequency of 30 minutes with departure at the head stop at Avda. Miguel Ángel Blanco.

The collection and disembarkation of passengers will be made in the existing stops, enabling three new provisional, one in the Avda. Miguel Angel Blanco and two in Ctra. Fuensanta and making several stops in its journey.

The route would start from the junction of Ronda Sur with Pio XII, heading north, making stops at the currently enabled, through the Ctra. De la Fuensanta, get to Avenida Miguel Ángel Blanco and C / Morera until the junction with Ronda Sur and through the Ronda Sur itself, access through C / Pintor Almela.

Once on C / Pintor Almela Costa the vehicle will follow its straight route directly from Pintor Almela Costa to C / Torre de Romo, turning right to return, through C / Lope de Rueda and Pío Baroja, to Pintor Almela Costa and Santiago el Mayor for Ronda Sur towards C / Pio XII.

It will make a 5-kilometer route in each expedition, with 30 daily trips in summer and winter, from Monday to Saturday, and 27 on Sundays and holidays.

The cost for the City Council amounts to 237,000 euros.
