Environment designs a shock plan with fifty measures to control the air quality in the city (23/02/2018)

The Governing Board has approved the protocol that regulates the actions that will be taken to protect the population, reduce air pollution in situations where the information and warning thresholds are exceeded and propose others to the citizens to obtain a better quality of service. air.

The protocol is applied to four pollutants -O3, NO2, SO2 and PM10, and distinguishes the decisions that will be implemented in the three differentiated phases: warning level, episode of atmospheric pollution and atmospheric warning situation.

Breathe a quality air, without episodes of pollution, making Murcia a sustainable city that guarantees the health of citizens is a priority in which the Department of Urban Planning, Environment and Garden, which runs Antonio Navarro.

In this context, it should be interpreted that the Governing Board has today approved the protocol of measures to be adopted at the municipal level when episodes of air pollution are detected due to exceeding the permitted levels.

The document is set up as a local-level tool aimed at protecting the population, reducing air pollution in situations where the information and warning thresholds are exceeded -regulated in the state regulations-, as well as proposing generic measures to the population for the sake of better air quality in the municipality.

Navarro, who has been accompanied by the general director of Environment, Juan Madrigal, in the presentation of the plan, explained that it has been developed within the framework of national and regional legislation in this matter and will be applicable in the city of Murcia and in the districts that have the highest density of population and road traffic.

The councilor for Urbanism, Environment, Water and Huerta said that 'Murcia has not until now a serious problem of air pollution but we are determined to continue adopting measures to improve air quality and against the effects of climate change'.

The protocol, which will be applied continuously throughout the year, affects 4 pollutants, depending on the limits / thresholds exceeded: ozone (O3), nitrogen dioxide (NO2), sulfur dioxide (SO2) and particulate material (PM10) ).

It contains three phases: level of warning (12 actions), episode of atmospheric pollution (20) and atmospheric warning situation (19) and the measures adopted revolve around five axes:

1. Regulation of road traffic

2. Moderate use of vehicles

3. Energy saving both at home and at work

4. Limitations on the use of products containing ozone precursors, such as organic solvents and cleaning products

5. Control of NO2 / SO2 emitting industries

The implementation of the measures will be made progressively, depending on the levels of contamination and the fixed station of air quality measurement where the established thresholds / levels have been exceeded.

The information to the population will be carried out through the media and panels located on public roads.

At the level of notice , the actions to be carried out will be to inform the population of the situation, as well as to transmit some general recommendations, such as reducing prolonged exposure and carrying out physical exercise or activities that require effort outdoors, opting for commuting on foot or by bicycle, choosing streets with little traffic or using public transport and turning off unnecessary lights and appliances that are not used.

In the case of an episode of air pollution , notice will be sent to the nearest town councils and possible industries involved.

In this case, to the above measures are added the communication of information to risk groups, health and hospital centers, educational centers, homes for the elderly, day centers and sports centers.

The Local Police will monitor that the circulation is as fluid as possible, will recommend that the loading and unloading be done after 18 hours and with the engine off and divert traffic by Ronda Oeste when the surpasses occur only at the San station. Basil.

It will also consider measures to promote public transport, such as maximizing its capacity in lines with more capacity and increased frequencies.

In case of exceeding PM 10 , the protocol provides for the restriction of operations in the works that generate pollutants, suspension of demolitions and prohibition of asphalt or tarred operations and blowers in cleaning tasks, as well as cleaning the pavement of rolling on traffic lanes.

The protocol also provides for actions to be carried out in the event of an atmospheric warning situation .

Thus, in addition to the interventions included in the previous level, the work stoppage is envisaged until the protocol is deactivated and the time zone is changed for the distribution of goods during peak rush hour.

The parking of vehicles in the regulated area of ​​ORA will be prohibited when the surpasses occur in the San Basilio station, circumscribed to the inner area delimited by Ronda Oeste, Ronda Sur, Los Dolores Avenue, Miguel Induráin Avenue, Avda. Reino de Murcia and Avda. Doctor Pedro Guillén, with some exceptions to residents, electric or hybrid vehicles, among others.

For its part, Local Police will monitor compliance with the prohibitions that are established related to public roads and will recommend older people and children not to exercise physically in parks and green areas.

In addition, a Specific Traffic Control Plan will be implemented that contemplates the possibility of reconversion of traffic lanes in cycle lanes, the temporary pedestrianization of some road axes, the management of speed according to environmental criteria, the improvement of the traffic regulation, giving priority to public transport or the total restriction to traffic of motor vehicles with more than 10 years old with reference to the year in which the protocol is activated, in the interior area bounded by Ronda Oeste, Ronda Sur, Avda Los Dolores, Avda. Miguel Induráin, Avda. Reino de Murcia and Avda. Doctor Pedro Guillén.
