Social clauses in public contracts, a necessary tool in the face of the challenges of the welfare state (18/11/2017)

The Secretary of State for Social Services and Equality, Mario Garcés Sanagustín, today closed the 'Seminar on good practices in the incorporation of social clauses in public procurement' organized by the International Chair of Corporate Social Responsibility of the Catholic University of Murcia Port of Cartagena and Hidrogea, with his paper "Priorities in the policies of social services and equality".

The meeting was attended by numerous political representatives, from around 30 local corporations (including 15 mayors), senators and CEOs, business executives and business associations, and representatives of third sector entities.

The objective is to strengthen collaboration between different sectors and promote the application of social clauses in public contracts, in order to improve actions in favor of equality, children and the disabled.

Mario Garcés has warned that "we have to assume that the challenge we face is demographic", because "with the level of birth we have, the lowest on the planet and the highest life expectancy, in 2060 the 34% of the population will be over 65 years old, with the pensions and economic problems that this implies ".

And it has also highlighted as other strategic areas the pact against gender violence, which has achieved the consensus of all political parties;

the fight to end the wage gap between men and women, disability, youth and childhood, and the family, which will soon have a law to fight intrafamily violence.

The Regional Minister of Family and Equality, Violante Tomás, participated in the closing ceremony, which has shown the commitment of the Regional Government in the implementation of CSR policies in the administration, which since 2015 has been in force through the good practices guide.

The president of the Federation of Municipalities, Joaquín Hernández, recalled the importance of city councils in promoting strategies to apply social clauses and the president of the Port Authority, Antonio Sevilla, has recognized the work of companies for the implementation of social policies between your workers

The president of the Open Forum of Social Responsibility of the Catholic University of Murcia, José Luis Mendoza García, said that "the triangle between the third sector, companies and public administrations should establish bridges of dialogue that allow human development and with it economic development".

The government delegate, Francisco Bernabé, at the closing ceremony recalled that if only economic resources are generated and we are not able to implement policies that have the worker as the center of their activity, society will not be sustained.

For the director of the International Chair of CSR of the UCAM, Víctor Meseguer, "The joint work between local and regional administrations with the NGOs, defending the most vulnerable people and fighting against poverty, exclusion and inequality, has to be the authentic engine of change of this society ".
