The Governing Board has approved this morning the collaboration agreement with the General Directorate for Citizen Security and Emergencies, of the Ministry of the Presidency, for the 'Implementation and maintenance of the Damage Assessment Group and SISMIMUR Plan'.
The SISMIMUR Plan guarantees a rapid and effective response to minimize possible harm to people, property and the environment, and to provide, with a municipal organization, the means and resources, material and human, that may be required for assistance and protection. the population in case a seismic catastrophe affected the municipality of Murcia.
This plan also seeks to restore basic services for the population in the shortest time possible after a major seismic movement.
In this way, the requirements of the Special Seismic Risk Plan of the Murcia Region SISMIMUR are met, which establishes that the municipality has a high vulnerability to an earthquake.
Thus, the Firefighting and Civil Protection Service of the City of Murcia is part of the Seismic Assessment Group of the SISMIMUR Plan, which is made up of personnel from the different administrations with competence in the matter, as well as technical personnel from firefighters, personnel from of different Professional Associations, Universities, voluntary personnel and companies dedicated to the subject.
The City Council will participate in the preparation of the Damage Assessment Protocol, which will allow professionals to receive adequate technical training, will intervene in the preparation of the necessary programs for that training and will participate in training exercises that are organized.
Likewise, the information procedures to the population will be specified and the measures of intervention and evaluation of damages will be established, as well as activation and response procedures to deal with earthquake emergencies.
The basic functions of SISMIMUR are the following:
- Specify the organizational and functional structure for emergency intervention due to earthquakes that affect the Region of Murcia
- Provide mechanisms and procedures for coordination with the State Plan for Civil Protection against Seismic Risk, to ensure proper integration
- Establish articulation systems with Civil Protection Plans of local scope
- Characterize the seismic risk in the territorial area of ​​the Region of Murcia, taking as a starting point the hazard and vulnerability estimates prepared for this purpose
- With the zoning of the territory according to the seismic risk, areas can be defined according to possible intervention requirements and the usable infrastructure can be located in support of the emergency actions.
- Specify information procedures for the population.
- Establish precise measures of intervention in case of seismic emergency aimed at evaluating the consequences, providing assistance to the affected population and minimizing the effects of the accident between people and their assets.
- Provide for the procedure for cataloging specific resources and resources available for the planned actions.
